Fu Han Safe-Version Hash Attestation Cards / 傅寒安全版本哈希公证卡组

Rite 22 produces five non-starter review inputs:

1. fu_han_three_version_manifest — exactly three version rows;
2. fu_han_observed_hash_register — one observed hash per row, not content authentication;
3. fu_han_safe_version_selection_receipt — ordered Rite 22 source choice;
4. fu_han_named_version_set_reader — the explicit reader storyteller.reader.seventh_dome_fan_signature_accession_desk.v1 (第七穹顶观众署名入藏桌, or its recorded successor), bounded to existence/hash/order readback;
5. fu_han_attestation_only_authority_boundary — explicit denials of truth, safety, selection power, consent, rights, custody, licence, and reuse.

The default alone produces fu_han_late_hash_mismatch_counterclaim. That card is a recovery scar, never an alternate clean proof.
