Operator Conclave Docket / 操作员合议案卷

Operator Conclave Docket is the state card for a future decision that tries to read more than one low-rank operator row at once.

It exists because 楼刻字幕切换员线, 陆纷切条分发跑腿线, and 岑回逆流引座员线 can each be correct inside their own surface while still contradicting one another later. A caption row may prove what an access public saw. A clip row may prove what the sponsor package circulated. A backflow receipt may prove that the all-clear was narrower than the recap. None of those rows should silently become the senior clean version.

Card promise

The card separates five locks:

The card fails as content if it records only operators agree, staff testimony merged, senior summary accepted, proof corroborated, or management reconciled.

Invalid shortcuts

The card must not allow:

• one senior summary to erase an operator dissent;
• a caption row to certify the full source without the caption operator state;
• a recap clip to absorb a backflow receipt;
• a backflow receipt to turn a scarred recap into clean all-clear;
• a sponsor-safe clip to count as access-caption proof;
• a lawful seal to become public agreement;
• a public addendum to become private consent;
• an absent operator to count as agreement;
• a default triggered by fixed turn, day/week, raw operator count, dashboard, or lens health.
