Public Recap Liability Docket is the board card for a recap claim that another desk wants to use as liability release, settlement proof, sponsor makegood satisfaction, ending scar closure, or route unlock.

It exists because public recap legibility and liability discharge are different truths. One can pass while the other remains contested.

Valid states after allocation

• split_required — public proof and release proof travel separately.
• release_underwritten — release is accepted only while collateral remains callable.
• claimant_carved_out — release is narrowed and claimant path remains open.
• public_repair_open — public contrition blocks clean release but opens repair.
• release_quarantined — recap cannot unlock route until proof or cover catches up.
• sponsor_only_release — sponsor relief holds while public/lawful/claimant routes cost more.
• false_universal_release — 回顾责任释放默认 hardens.

Failure cases

This card fails if:

• it records recap wording but not proposed release use;
• it records release seeker but not exposed claimant or explicit absence;
• it hides source scar or proof absence;
• it treats sponsor clean release as public repair;
• it allows clean route unlock with no collateral, carveout, or quarantine state;
• it opens from fixed turn, fixed day/week, raw recap count, raw liability count, dashboard, or lens health.
