Orren Voss is the Continuity Inspector already represented by inspector.orren_voss. Existing oxygen/archive content lets him become a blocker, witness, certifier, or suppressed inspector, but never resolves what happens to Orren himself. This character line turns that promised surface into protected recruitment, independent certification, scoped blockade, or a durable edited-out miss.

Only protected recruitment grants route_asset.orren_public_continuity_witness. It lets Orren attest to the hold or ruling he personally filed on one named oxygen-for-voice custody row. It does not turn him into the generic witness for every memorial-air chain.
