苏牒 / Maturity Notice Runner

苏牒 is the low-rank notice runner who physically carries the thin service slips that make a mature stabilization liability ticket callable.

Her playable progression lives in 苏牒到期告知跑腿线 and is observed by 到期告知跑腿 Lens.

She has no final authority. She does not decide whether a sponsor, inspector, archive desk, fan public, lawful reader, route claimant, or production table is correct. Her power is smaller and more dangerous: she can make one claimant’s service legible before another claimant is visible.

That makes her a management/RPG route asset at the exact point where 稳定化责任票据 would otherwise become abstract debt.

Play purpose

苏牒 turns liability maturity into a person-state problem.

When a ticket reaches sponsor stop-loss, audit, fan refund, release challenge, callback call, proof rehearing, checksum challenge, room collision, or manual review, the player must decide whether to protect, recruit, retain, suppress, expose, trade, or miss the person carrying the service proof.

Her route makes these outcomes different:

• protect her and a notice can be served with visible scar;
• recruit her and she becomes a narrow route asset for future ticket-service rows;
• retain her for one run and complete one service without durable loyalty;
• let sponsor, inspector, archive, fan public, or production capture her service order;
• suppress her and risk false service;
• miss her and let an unserved maturity notice harden into recovery-only state;
• coerce her and risk a hostile notice witness.

5. her state is unseen, visible, protected, recruited, retained, missed, hostile, captured, suppressed, false-served, unavailable, or explicit absence.

She must not appear from fixed turn count, fixed day, chapter quota, raw crisis count, dashboard state, or lens-health state.

Visible runner

苏牒 has the slip or knows which claimant received the first service surface. The player can assign a handler, proof bridge, cost, lawful cover, public cover, fan receipt, or explicit absence.

Observable deltas:

• notice_service_legibility may rise;
• runner_risk rises if exposed;
• false_service_risk rises if she is rushed or unnamed;
• at least two reader states must diverge.

Protected witness

The player protects her before the service proof is consumed.

Claimants she can split

A good route should make at least two of these readers disagree:

• sponsor stop-loss desk wants sponsor-first service and commercial relief;
• white-glove inspector wants lawful service and admissible annex;
• archive desk wants original slip escrowed;
• fan oxygen table wants public/fan receipt for refund accountability;
• public audience wants visible service before private capture;
• route claimant wants the slip attached to a route asset;
• production wants a hold that buys time without exposing the omitted claimant.

No branch may make all of them cleanly accept the same service.

Costs and boundaries

苏牒 is never a free mail carrier. Using her should cost at least one of:

• handler time;
• staff protection money;
• payroll leak;
• favor debt;
• sponsor retaliation;
• inspection heat;
• fan refund pressure;
• public exposure;
• archive debt;
• route asset pressure;
• production lane scar;
• future service hearing.

She cannot make a stabilization ticket clean, erase a callback, replace the handoff, or resolve claimant order by herself. She only makes the service proof playable and durable.
