Custody Oracle Crossread Default

If the player refuses the crossread or lets the loudest surface answer by silence, the default event records the prior state, loudest oracle, harmed/excluded surface, false-owner claim, future route effect, and counter deltas. The future route becomes recovery-only or costlier until a later public or lawful annex repairs it.
