This page specifies the state-triggered offer and its durable hard-miss default. The offer creates three valid review windows and one default-only branch. The default then distinguishes sponsor packaging from audit absorption without turning either into clean custody.

The offer opens only after storyteller-rite-residue-07-return-or-quarantine has completed through return_to_fan_medical_custody, normalized the disposition to return_to_named_patient, set storyteller_residue_custody_returned, and left card-storyteller-ash-consent-tape in hand.
It has no fixed turn, day, week, chapter, raw counter, or lens-health trigger. It must not reopen after an offer, review, default, disposition, recruitment, or miss has resolved.
Review-window choices 0-2 gain:

Choice 3 gains only card-storyteller-duan-wei, sets event.duan_wei_missed_custody_default.armed, and does not gain the docket, named-patient-key registry, discharge reader, or any valid review disposition.
The offer does not recruit, miss, grant a route asset, or change the source clinic disposition.

Choices 0-2 set duan_wei.ledger_review_window_open and gain exactly one matching disposition. Choice 3 must never gain a review disposition, complete the review, or directly grant a clean sponsor/audit result.

The default becomes eligible after offer choice 3 sets event.duan_wei_missed_custody_default.armed. If an opened review window expires or becomes underfilled, that expiry path must first set the same visible armed flag; absence alone cannot bypass the event conditions. The default is durable, nonrepeatable, and recovery-cost creating.
Two ordered default options
0 - sponsor_packaging_hard_miss
The sponsor turns the ledger into a branded recovery report. The event records duan_wei.state.sponsor_packaged_hard_miss, sets duan_wei.missed and storyteller_fan_medical_ledgers_found_missed, removes card-storyteller-duan-wei, gains storyteller.card.duan_wei_hostile_ledger_counterclaim.v1, and leaves duan_wei.future.hostile_ledger_counterclaim plus recovery-only reader state.
Required pressure includes sponsor capture, false-clean recovery, public/fan debt, and future recovery cost. Reduced sponsor pressure is a present-tense concession, not valid ownership.
1 - audit_absorption_hard_miss
The audit desk absorbs Duan Wei and the ledger as an internal exhibit. The event records duan_wei.state.audit_absorbed_hard_miss, sets the same durable miss flags, removes the actual character card, gains the hostile counterclaim, and leaves an audit-recovery-only future reader.
Required pressure includes audit heat, archive restriction, patient-reader delay, worker distrust, and future recovery cost. Audit possession is not diagnosis, treatment authority, archive ownership, or a clean custody verdict.
Default invariants
Both options must:
- produce a hard miss and remove the actual Duan Wei card;
- grant no route asset and no valid review disposition;
- preserve the source rite 07 return branch and ash-consent state without rewriting either;
- create the hostile counterclaim as a recovery scar;
- leave sponsor/audit, patient-key, excluded-reader, and future-reader effects visible;
- require a later costly recovery rather than silently reopening recruitment.
Authority safeguards
Neither event may create diagnosis, treatment consent, merchandising consent, residue ownership, archive ownership, memorial authority, voice use, personhood/identity, universal fan consent, or universal medical authority. Neither may rewrite Xi Sheng’s queue/pain priority or Luo Ji’s burn attribution.
