False-Clean Comp Surcharge Default
storyteller.event.false_clean_comp_surcharge_default.v1 fires or arms when a future route cites a comp-ticket row as clean audience goodwill while the oxygen surcharge carrier or burdened future reader remains hidden.
The default does not say the comp never happened. It records that the comp was overextended into a clean-use claim and that later play now inherits surcharge debt, reader hostility, public trust loss, proof burden, route cost, or recovery-only pressure.
