False Signal Counteroffer Default

The default fires when a contested signal escrow is filed as clean universal consent after a counteroffer. It records source_signal_or_absence, hidden_or_overbroad_signal_scope, capturing_reader_or_route, harmed_or_displaced_reader, escrow_state_after, future_reader_effect, and at least three counter deltas.

The mutation is durable: the false clean signal increases future route cost, sponsor leverage, and artist option debt while hiding the reader who was displaced.
