This priority default makes the He Nuo route genuinely missable. It catches both failure to play the review and the explicit defer_to_continuity_lease branch after storyteller-rite-29-continuity-lease completes.

Trigger

The event requires:

• the Event 25 He Nuo source encounter;
• completed storyteller-rite-29-continuity-lease;
• actual He Nuo and the seven fixed offer-chain evidence cards in hand;
• all three unresolved flags still true;
• no recorded He Nuo disposition;
• no prior resolution of this default.

The trigger depends on source state and the natural deadline, never a fixed turn, day, or week.

Ordered default responses

1. archive_busted_hard_miss

Sets storyteller_henuo_archive_busted, he_nuo.state.archive_busted_hard_miss, and he_nuo.future.recovery_only.

Counter deltas are exactly leverage_trust -3, pirate_heat +2, fan_debt +2, recovery_cost +2, and futureRouteCost +3.

This is the replayed hard-miss branch.

2. copied_clip_hostile_extortion

Sets he_nuo.state.hostile_copied_clip_extortion, he_nuo.hostile, and he_nuo.future.extortion_counteroffer.

Counter deltas are exactly leverage_trust -4, pirate_heat +4, fan_debt +2, company_control +3, and futureRouteCost +4.

The copied clip remains contested. Its survival records leverage, not clean title, custody, licence, or permission.

3. late_no_sale_non_recruit

Sets he_nuo.state.late_no_sale_non_recruit and he_nuo.future.fresh_offer_required.

Counter deltas are exactly leverage_trust -1, pirate_heat +1, fan_debt -1, public_accountability +1, and futureRouteCost +2.

The late no-sale row records that no handoff completed. It neither preserves He Nuo as a recruit nor promises renewed access.

The terminal state must contain the failure flag and failure scar, must not contain the actual He Nuo card or route asset, and must show the pending triple cleared.
