This notice opens only after three existing source facts are true: HaloAir’s oxygen-for-voice offer was accepted, Orren’s public hold was filed and served, and rite.archive_custody_hearing converted the parent record into a public grant with inspector_state_certification.

Rejecting the sponsor offer, skipping the filed-hold event, or selecting the source hearing’s suppression result does not satisfy the notice. The new line therefore cannot invent a deleted or certified record from the wrong parent outcome.
