The notice is armed only by Rite 14 option index 0. It cannot trigger on the leak/recruit branch, before Rite 14, after its own resolution, or without actual Pei Huan and the review record.

Its sole resolution:

• removes card-storyteller-pei-huan;
• gains storyteller.card.pei_huan_company_retainer_notice.v1;
• clears its armed marker;
• clears the pending state;
• writes the terminal miss and failure flags;
• resolves the common disposition gate;
• decreases contract trust and increases recovery cost.

Rite 15 becomes reachable after the miss because it reads the common branch record, not because the notice pretends Pei Huan was recruited.
