storyteller.event.wen_ting_copyist_transfer_notice.v1 is a priority, state-pressure event. It opens after storyteller-rite-st-scale-05-balcony-audio-custody completes and before any Wen disposition has been recorded; resolving its selected option gains the actual Wen card for the transfer window. It has no fixed turn, day, week, or chapter trigger.
The event selects evidence; it does not recruit, transfer, or adjudicate Wen.

Each option records one durable branch flag, retains one exact proof/protection/attribution tuple, removes the other nine candidate rows, and preselects only the matching review choice. Core resolution must still receive an explicit rite option and must reject a branch flag or slot-card mismatch.
