Observable promise

This lens observes whether the existing ST-SCALE-06 usher shell becomes a reachable character line: a roster/checkpoint mismatch opens a state-driven event, the actual usher and exact badge/roster rows reach a strict review, and four explicit choices produce protected recruit, public witness, sealed witness, or bought-off hard-miss person-states.

The evaluator verifies the completed runtime objects and four focused CLI replays; the Wiki contract is not used as a substitute for runtime proof.

Entry and assignment oracle

The implementation opens from the license-recall audience-jury outcome, not a numbered turn. It gains the actual usher and assigns exact docket, audience-jury format, ingress proof or absence, ballot record, branch posture, and future-reader rows from hand.

Public and sealed records must not inherit recruitment from base effects. The bought-off branch must be a durable miss rather than a successful sealed record with extra heat.

Canon-boundary oracle

Every branch must expose positive authority for physical entry/non-entry and badge/roster custody plus explicit denials for vote validity, actual voter identity, consent, archive ownership/authority, and universal jury truth. A non-entry row can contradict a claimed physical attendance row; it cannot prove who voted or whether the vote counts.

Replay oracle

The four bound replays prove protected recruit, public countersign, sealed lawful custody, and sponsor-buyoff hard miss. Each resolves license recall with audience-jury option 1, then matching notice and rite choices 0..3, and ends with one exclusive terminal state.
