Public Silence Surcharge Lens / 公开沉默附加费 Lens

This lens sharpens one downstream rule for ruling afterlife: a route may not treat public silence as neutral after a valid ruling has been privately served. If management, sponsor, archive, or editor desks keep the public receipt absent, the next public reader must charge a visible surcharge, narrow the route, or harden a default.

Its top-level content wrapper is 公开沉默附加费线, backed by 公开沉默附加费机制. The lens exists to prove that the new wrapper, source objects, branch families, default, and replay evidence all describe the same rule.

Design intent

Storyteller should make legal or archive wins feel operational rather than magical. A valid ruling can be privately correct and still become expensive when the public receipt is missing. The player must decide whether to publish, split, quarantine, or exploit that silence, and the decision must mutate future route acceptance.

Scope

Affected surfaces:

• Ruling Enforcement Load rows and public receipt rows.
• Future public, fan, claimant, sponsor, route-asset, and archive readers.
• Counters for public legitimacy, sponsor capture, fan refund debt, inspection heat, archive debt, and route access.

Oracle assertions

1. The evidence starts from state pressure: a valid source ruling or load row exists, a public reader wants to consume it, and public receipt is missing or contested.
2. A ledger names the source row, the silent surface, the desk benefiting from silence, the omitted public reader, and the surcharge/default if unanswered.
3. The review offers at least three divergent branches: publish receipt with cost, split lawful/public acceptance, and keep silence as management/sponsor compression.
4. Each branch mutates at least one relief, one cost, and one future reader or route effect.
5. The default event arms or fires when public silence is counted as clean service, and it records a surcharge or route narrowing rather than generic reputation loss.
6. Durable replay evidence uses a lens-scoped gameplay session and reaches the public-silence review or default with selected cards and visible state mutation.

Progress metric

publicSilenceSurchargeProgress is measured by executable content binding, branch coverage in the rite metadata, and at least one generated Game CLI replay from a lens-scoped session.
