Board-Arrival Order Provenance / 董事会到件顺序来源

Board-arrival order is a bounded provenance mechanism for cases where multiple broadcast or archive versions can reach a decision surface.

Required row

A valid row keeps these facts separate:

• source rite and source posture;
• named audit seal and docket;
• dispatch time and receiving-board arrival time;
• queue position;
• first-read selection rule;
• displaced/later docket or explicit absence;
• named witness state;
• named future reader and resulting obligation.

Core invariant

first_arrival != archive_truth != board_approval

The system may show that a docket was first, displaced, late, or absent. It may not infer correctness, admissibility, official priority, custody, consent, agenda authority, or universal delivery permission.

Miss behavior

If a downstream archive version hardens before the order row receives a disposition, the mechanism must preserve:

• a named reader;
• an explicit recovery-only counterclaim;
• the character miss and visible route cost;
• the original source docket and seal state.

It must not auto-recruit the witness or reconstruct an absent docket.
