The float-key review is a state-pressure receipt. It opens when a future route tries to spend a prior cash-drawer key as broader settlement consent. The mechanic tracks named rows, explicit absences, proof bridge, counter deltas, and a future route effect; it must never trigger from fixed turns, raw key counts, dashboard status, or lens health.
