Caption Translation Waiver Mismatch Mechanic

The mechanic binds access captions to scope-specific waiver rows. A waiver must say which caption row, translated language, reader language, signer/delegate, proof bridge, and future route reader it covers.

Each branch changes access relief, translation debt, public legitimacy, legal exposure, or future route availability.

The default records false_caption_waiver_default, a false clean claim, hidden/invalid inputs, durable waiver state, future reader effect, and at least three counter deltas.
