Claimant Stamp Reassignment Mechanic

claimant_stamp_state is a scoped custody state. It records the source claimant row, current stamped holder, requested reassignment, protected absent holder or explicit absence, route debt after the choice, and future reader or route effect.

The mechanic should only enter from state pressure:

If another reader later spends this stamp state as proof, Claimant Stamp Afteruse Receipt owns the afteruse scope rather than letting a moved stamp become generic consent.
