Coat-Check Claim Tag Afteruse Receipt Mechanic

The mechanic records afteruse attempts against a temporary coat-check claim tag. A valid review must show the source tag, checked item or explicit absence, holder chain, custody scope, requested afteruse, future reader/route, harmed claimant or explicit absence, and any proof bridge.

Counters should move when a branch is selected: claimTagProgress, coatroomBridgeTrust, propertyClaimHeat, identityDriftRisk, and futureRouteCost. The false default must be durable and make future routes recovery-only instead of silently treating the tag as universal proof.
