Continuity-Hold Person Disposition / 连续性暂缓人物处置

This mechanism records what happens to the inspector after an existing hold and parent certification are complete. It never re-runs the oxygen bargain, archive hearing, generic memorial-air cross-examination, or later-use review.

The ruling-service receipt proves only that a named desk received this ruling. It is not a future-use license. Any subsequent reader must go through Memorial Air Chain Afteruse Receipt.

Authority boundary

Orren may attest to the chronology, filing, service, and scope of his own proceed-or-hold ruling. He cannot prove oxygen delivery, fan testimony, or Lyra’s wishes; grant voice ownership, archive/memorial license, or edit authority; decide personhood, medical status, or death; or authorize a future use of the memorial-air chain.
