Proof Window Reopen Receipt Mechanic
The mechanic separates three things that are often collapsed by bad automation: the expired proof window, the changed custody basis, and the current afteruse request. A valid review must name all three before any actor may certify, reopen, split, quarantine, or default the claim.
The default branch records a false clean closure claim: a current reader or sponsor benefits from pretending the expired window still controls while the basis changed. That default must leave durable state for future readers/routes rather than only resolving the immediate dispute.
