Public Oxygen Audit / 公共氧气审计
rite.public_oxygen_audit consumes the exact tuple preselected by event.oxygen_audit_notice. It is the only surface that records recruitment, missability, debt treatment, rights posture, and Community Archive custody.
State-pressure prelude
rite.expose_fan_oxygen_audit_pressure is the playable entry mechanism. It requires four exact, in-hand slots—broadcast, oxygen, archive, and future_reader—then sets ledger_custodian.fan_oxygen_audit_pressure_visible and adds fan_oxygen_debt:+2. It has no rights or custody outcome. The notice is ineligible before this rite resolves, so the character encounter is state-driven rather than an unconditional first-turn event.

Every slot is required. The event removes the other branch candidates, and the core guard compares the selected option’s requiredSlotCardIds and requiredFlags against the actual assignment and event branch. Living custodian, documentary ledger, and explicit absence cannot substitute for one another, and no option may be omitted.
Three ordered branches

It must not decrease fan-oxygen debt.
All three set ledger_custodian.audit_disposition_recorded. A substitute or blackout miss is irreversible for this audit.
