Access Caption Class Certification Hearing / 无障碍字幕集体认证听证

This rite resolves the 无障碍字幕集体案卷. It asks whether a shared caption reliance surface becomes a certified access class, a split public/lawful record, a callback-bearing settlement, a sponsor notice class, an operator witness class, a quarantine, a denied class with named harm, or a fastest-desk default.

The rite opens from state pressure only: a shared caption row or explicit absence is being consumed by multiple reader cohorts with incompatible reliance claims. It never opens because of fixed turns, calendar intervals, raw complaint counts, dashboard state, or lens health.

The rite fails its design contract if public sympathy, sponsor money, archive authority, management reach, lawful wording, or an edit checksum can resolve the class without filling these slots or naming explicit absence.

Branches

Certify public access class

Relief: public access receipt becomes legible and one shared correction or refund path opens.

Cost: sponsor reach is disputed, management metrics scar, or public correction capacity is consumed.

Future effect: access route is protected but costlier; sponsor or management readers cannot cite the same caption as clean delivery.

Split classes

Relief: public and lawful caption readers can proceed with scoped records.

Cost: translation drift, archive escrow, lawful annex pressure, and follow-up hearing burden rise.

Future effect: later routes must specify whether they consume public, lawful, sponsor, operator, or route-asset caption scope.

Settle with callbacks

Relief: immediate public pressure falls through refunds, notices, or service corrections.

Cost: callback debt, fan oxygen refund pressure, and future recourse leverage remain visible.

Future effect: later proof packages must consume callback state before claiming clean closure.

Sponsor notice class

Relief: sponsor reach or makegood pressure can be narrowed without claiming universal access delivery.

Cost: public distrust, access audit pressure, and sponsor unwind risk rise.

Future effect: sponsor-only acceptance cannot unlock public or lawful caption routes without extra proof.

Operator witness class

Relief: the caption operator becomes a protected witness or explicit absent witness rather than a silent liability holder.

Cost: handler burden, witness exposure, edit checksum pressure, or management pressure rises.

Future effect: operator route opens, becomes costlier, or becomes recovery-only if protection is absent.

Quarantine shared caption

Relief: false universal delivery is blocked.

Cost: schedule, correction capacity, archive debt, and public frustration rise.

Future effect: the caption result is not consumable as clean proof until reworked.

Deny with named harm

Relief: one overbroad class claim is blocked.

Cost: excluded cohorts become hostile or appeal-bearing.

Future effect: future routes inherit public-only, lawful-only, sponsor-only, blocked, or recovery-only scars.
