Requires card-storyteller-breach-ward-ledger, two accepted in-hand assignment cards, and an explicit selected option. The existing slot-1 and slot-2 identifiers remain stable: slot-1 accepts the named sponsor/warrant side and slot-2 accepts the named inspector/Han Yanshuang side. Unrelated in-hand cards do not satisfy either role.

Common output
Every successful option sets storyteller_ward_transfer_route_selected, gains card-storyteller-ward-route-map, moves route_control, and completes the one-shot rite. Exactly one route and exactly one evidence owner may be true.
The rite routes medical evidence. It does not resolve the later unauthorized memorial or grant memorial, voice, archive, consent, identity, or medical authority.
