Broadcast Asset Recall Hearing / 播出资产召回听证

Broadcast Asset Recall Hearing is the assignable management rite for a route asset whose public use has created derivative copies. It asks which copy can still carry the route and which faction gets punished, paid, or empowered when the producer tries to recall, defend, narrow, or split that copy.

The rite is not a legal cleanup. It is a mid/late pressure action that converts a public broadcast success into future route costs.

Entry condition

Offer this rite when all are true:

1. 播出资产来源账本 or equivalent state exists;
2. the ledger has at least two derivative copies or one copy with a hostile/captured/false-owner risk;
3. at least two claimant families are live: public, sponsor, editor, inspector, archive, artist, pirate, management, or witness;
4. at least one future route use is blocked, costlier, or at risk because a copy’s custodian or legality class does not match the intended use;
5. the player has a handler, proof anchor, payment, sacrifice, or explicit absence to assign.

Do not offer this rite from a numbered turn, day interval, lens health, page count, or chapter quota.

The rite must reject or downgrade assignment if the selected copy cannot support the intended future use without a bridge. A public receipt cannot simply satisfy a sponsor package; an editor cut cannot simply satisfy raw proof; a sponsor package cannot simply satisfy public memory; a pirate echo cannot simply satisfy lawful broadcast.

Resolution rule

Every resolved branch must mutate at least three counters or durable states. At least one must be relief, at least one must be cost, and at least one must affect a future route acceptance, block reason, or assignment requirement.
