Chapter One Platform Claim / 第一章平台权柄主张

This page specifies the canonical Storyteller behavior of runtime Rite 11, storyteller-rite-11-claim-platform.

The rite reads the completed trial chain and asks what bounded platform action the chain supports. It cannot infer authority from storyteller_public_trial_live, an aftershock report flag, a route tag, or a generic key card.
