Accepted branch families:

• split_stamp_addendum: issue a scoped addendum; costs archive labor and leaves both holders partial.
• publish_reassignment: make the stamp movement public; raises public oxygen burden.
• quarantine_stamp_pad: stop all stamp use until a hearing; delays notice and preserves evidence.
• convert_stamp_to_route_debt: turn reassignment into a route asset scar for later claimant play.
