Orren Continuity-Hold Disposition Review / Orren 连续性暂缓处置复核

The review converts one preselected finding/posture pair into four durable Orren states. Core guards compare the selected option’s required flag and exact seven assigned card IDs, so no branch can borrow another posture or omit the actual person.

Four outcomes

• recruit_protected_public_continuity_witness grants the sole route_asset.orren_public_continuity_witness; Orren witnesses only his own filed rulings.
• certify_independent_public_grant_conversion retains Orren without a route asset and records that certification did not create oxygen.
• seal_scoped_custody_freeze retains Orren as a non-recruited blocker of only the named voiceprint route.
• accept_edited_sponsor_record_and_miss_orren removes the actual card, sets orren_continuity_route_missed, and makes recovery of the served hold the only remedy.

All outcomes clear the route-availability and window flags, set orren.continuity_hold_disposition_recorded, mutate at least six counters, and authorize no afteruse.
