Prohibited substitutions

The rite fails if it resolves through a prop label, tape-label row, room key, checkout tag, cue pencil, generic custody receipt, virtual slot, or card that is not one of the seven exact wax-seal cards. It also fails if the seven starter cards open the entry event or review without the prerequisite incident-intake rite and upstream incident flags. No branch may claim that an intact-looking seal proves ownership, consent, safety, or universal custody.
