Public Recap Qualification / 公开回顾定性

Public Recap Qualification is the rite that decides how a scarred prior result is summarized before the public, sponsor, lawful desk, archive, and broadcast-reality readers inherit it.

The rite is not a press release selector. It is an assignment surface for deciding which scar remains visible, which reader receives scope, which narrator benefits, and which future route must pay for the wording.

The rite fails if sponsor approval, management demand, legal seal, archive copy, or audience stability resolves the recap without these slots.

Failure conditions

The rite fails if:

• the recap claim overwrites the source resolution;
• the factual scar is hidden from all future readers;
• public, lawful, sponsor, archive, character, route, and broadcast-reality readers all accept the same clean wording;
• proof anchor absence is hidden;
• the harmed reader is unnamed;
• the result changes only mood, reputation, or money;
• eligibility depends on a fixed turn, fixed day/week, raw count, dashboard state, or lens health.
