Quiet Refund Afteruse Review

The review opens from visible state pressure, not a timer. Required branch families:

• certify_refund_scope — keep the refund but state who it does not silence;
• restrict_refund_afteruse_reader — block the later reader from treating the refund as universal consent;
• attach_public_or_payment_bridge — spend public proof or money to make the use accountable;
• reopen_silenced_claimant — bring the harmed claimant back into the route surface;
• split_refund_afteruse — preserve the refund while splitting silence into a separate disputed object;
• quarantine_refund_afteruse — lock the receipt until proof is produced;
• false_quiet_refund_afteruse_default — default branch if the player accepts false-clean silence;
• future_effect_any — every branch mutates a future reader, route, counter, or claimant posture.

All non-default relief must carry at least one cost and one future route effect.
