Sponsor Comp Afteruse Review

The review opens from comp_afteruse_pending when a future reader or route tries to spend a prior sponsor comp clause.

Required branch families:

• certify_comp_scope - preserve the comp but state the exact reader and surface that may cite it;
• restrict_comp_afteruse_reader - block sponsor, archive, lawful, public, route, or facility reuse outside scope;
• attach_public_archive_or_payment_bridge - add visible proof instead of private comp laundering;
• reopen_comped_or_omitted_claimant - ask the comped claimant or omitted claimant to answer;
• split_comp_afteruse - split sponsor/public/lawful/route readers into different after-states;
• quarantine_comp_afteruse - prevent current use until receipt or claimant answer arrives;
• false_sponsor_comp_afteruse_default - let a false-clean comp clause harden;
• future_effect_any - write the route effect for later play.
