The current corpus already has strong archive enforcement, transcript redaction, proof-wall visibility, and basis escrow surfaces. The uncovered seam is thinner: after those systems create an archive index, a later reader can cite the index itself as clean proof. That is too clean. An index can locate a source, but it cannot by itself prove source custody, public scope, lawful admissibility, sponsor safety, route-asset compatibility, or current reader authority.

When a later desk cites an archive index row, does the producer certify the indexed source, scope the reader, attach a custody copy, re-index the current object, split the index by reader, quarantine afteruse, or let a false archive-index default harden?

The row may be a call number, accession stamp, catalog line, docket pointer, custody register entry, transcript minute index, proof-wall pin reference, or route-asset archive tag.

Beat 2 - A later desk wants to spend the pointer

A sponsor package, public recap, lawful release, route asset gate, management closure report, correction slot, mirror relay, or broadcast-reality reader cites the index as if the indexed object and original reader scope traveled cleanly.

Beat 3 - Review separates pointer from proof
