Song Qi Reseal-Manifest Counterminute / 宋祈重封清单反记录线

This storyline asks whether one procedural discrepancy can survive the sponsor’s Rite 16 reseal long enough to reach a named Rite 17 reader. It does not ask who deserves oxygen, whether a queue was fair, or whether a covered claim was lawfully excluded.

Ordered executable chain

1. Sponsor Model Reseal (storyteller-rite-16-sponsor-model-reseal) is the sole focused source. It must complete with the actual audit seal and sponsor warrant, record either seal_as_membership_air_model or leave_quota_review_key_open, gain the actual Song Qi plus all twelve review candidates, and create the exact pending triple.
2. Song Qi Reseal-Manifest Counterminute Review (storyteller.rite.song_qi_reseal_manifest_counterminute_review.v1) is available only after that authored source and before Rite 17. It requires the actual person, eight fixed packet rows, one option-matching posture, and the counterminute-only boundary in ten exact in-hand slots.
3. Review choices 0–2 are terminal and clear the pending triple. Choice 3 records deliberate deferral and keeps the same triple armed.
4. Low-Quota Oxygen Recount (storyteller-rite-17-quota-recount) sets song_qi.reseal_manifest_deadline_passed. If the counterminute is still pending, storyteller.event.song_qi_omitted_manifest_default.v1 becomes the only terminal disposition surface.

A manually gained Song Qi card, copied packet, missing Rite 16 completion, absent source-choice receipt, virtual slot, mixed posture, or post-Rite 17 review must fail before mutation. The receipt card proves that Rite 16 emitted the receipt surface; the mutually exclusive flag and ordered replay/action history prove which source choice actually occurred.

Exact pending and deadline contract

Rite 16 creates all three flags together:

• song_qi.reseal_manifest_disposition_pending;
• song_qi.exception_pointer_unanswered;
• song_qi.review_key_handoff_unconfirmed.

Immediate terminal review clears all three. Deferral retains all three and sets song_qi.state.deferred_counterminute_at_risk. Rite 17 does not clean or answer the row; it marks the deadline passed. The default accepts either a never-reviewed Rite 16 packet or the completed defer branch, but never a prior terminal disposition.

Only option 0 grants route_asset.song_qi_reseal_manifest_counterminute. Options 1 and 2 close the route window immediately. Option 3 grants no route asset and is not a safe wait.

Every default clears review and pending residue, sets song_qi.reseal_manifest_route_window_closed and storyteller_junior_audit_notes_opened_missed, removes the actual Song Qi card, denies the route asset, and gains storyteller.card.song_qi_reseal_counterminute_failure_scar.v1.

Deliberately separate lanes

Song Qi owns only the pre-recount Rite 16 source choice, resealed manifest snapshot, changed-row pointer or explicit absence, seal issuer/holder, review-key handoff, and named future reader.

• Shao Zi begins from the actual Rite 17 result and owns the later called-name order, skips, repeats, displacement, and Oxygen Priority Recut handoff. Song Qi cannot prove or rewrite any of those post-Rite 17 facts.
• Rao Zhun owns source guarantees, covered claims, excluded claims, and exclusion-rider scope. Song Qi’s omission pointer is not coverage, an exclusion, or a lawful rider.
• Legacy replay fixtures name 宋栖 as storyteller-lens-songqi-public-accountability / ST-NPC-SONGQI-13, a license-collapse and schedule-ancestry witness. That replay-only identity remains distinct from the runtime 宋祈 in this Rite 16 storyline and is not merged or canonicalized here.

Verified replay evidence

• lens/replays/song-qi-reseal-manifest-counterminute.recruit.replay.json must execute the real Rite 16 open-key source choice, assign the exact protected ten-slot tuple, and resolve review option 0 with Song Qi retained and the sole route asset present.
• lens/replays/song-qi-reseal-manifest-counterminute.omitted-default.replay.json must execute the real Rite 16, preserve the exact pending triple through the real Rite 17 deadline, and resolve default option 0 with Song Qi removed, the failure scar present, residue cleared, and no route asset.

The focused runtime test should additionally cover both Rite 16 choices, all four review lanes, unreviewed and deferred default entry, all three default terminals, invalid source/assignment/timing cases, cleanup, authority bounds, neighboring-lane isolation, and source: storyteller canon isolation.
