ST-SCALE-06 Jury Nonattendance Usher / 陪审未入场路引员线
The original ST-SCALE-06 packet already contained the actual usher card and storyteller-rite-st-scale-06-usher-recruit-window. This packet completes that thin shell: the license-recall choice now opens a state-pressure notice, seven exact rows reach the review, and four guarded choices make recruitment, independent witness states, and the hard miss observable.
State-triggered entry
Open the usher window only when the continuity-jury packet has produced both:
- a resolved jury-chair seal or equivalent named checkpoint boundary; and
- a roster/checkpoint mismatch showing at least one assigned seat with no physical-entry row.
The entry is caused by unresolved nonattendance plus impending roster custody, not fixed turn:11..22, day, week, chapter, card-count, dashboard, or lens-health state. The priority event materializes the actual usher card and one branch-consistent evidence tuple before the jury room seals.
Storyline spine
Beat 1 — A seat exists without a checkpoint crossing
The chair seal, fan-juror roster, and checkpoint/floorplan row establish a physical question: which assigned seat crossed which door during which window? They do not establish who voted or whether any vote counts.
Beat 2 — The badge and roster copy acquire custody
The docket records the actual usher badge, the exact roster copy handled, the named checkpoint, the observation window, the handoff destination, any proof absence, and the future reader. A badge is proof of a bounded handling role, not a warrant over the jury.
Beat 3 — The window selects one disposition
storyteller.event.st_scale_06_jury_nonattendance_usher_notice.v1 opens exactly one of four review postures. Each option retains its exact ingress-proof, ballot-record, and protection tuple, removes the other seven candidates, and gains the actual usher card. The event does not itself recruit the usher or validate a ballot.

Recruitability and missability
Only the protected badge-custody branch may grant route_asset.st_scale_06_jury_nonattendance_usher. Public countersign and sealed handoff remain useful witness states but are not recruitment. The bought-off branch removes the actual usher, records the existing source failure flag, and cannot be normalized into generic absence.
Non-duplication boundary
- Physical non-entry is not proof that no vote was cast.
- A roster label or assigned seat is not the identity of the person who cast a ballot.
- Entry, non-entry, badge possession, silence, or payment never implies consent.
- Sealing a roster copy records custody; it grants no archive ownership or archive-wide authority.
- The usher may narrow one checkpoint claim. No branch validates the jury, invalidates the jury, identifies all voters, or creates universal jury truth.
