Playable pressure: the player must preserve the voucher as welfare/catering evidence while deciding whether a future reader can cite it, must attach catering/payroll proof, or must reopen the harmed worker or guest. If the player lets the packet default, future routes inherit a false-clean welfare basis and become recovery-only.
