The previous producer’s liquidation broadcast has ended. The board hands the player a five-slot producer licence and a same-day order: reduce aggression in the Seventh Dome by 17 percent tonight. The back of the prescription permits exactly one exit.

This is the opening management storyline. It begins with the licence handoff, forces the prescription to be received before schedule triage, then exposes one of three first broadcast routes. It does not recruit Qi Jin or Mu Ning. It only makes their first route-facing contact or exposure playable; their character storylines remain authoritative for recruitment, protection, capture, and miss states.

Beat 1 — Take the five-slot licence

Run storyteller-rite-01-take-license with the actual card-storyteller-producer-license. Public succession grants influence; inspecting the predecessor’s black box grants favour. Either posture completes the handoff and exposes the first prescription. The licence rite does not expose schedule triage directly.

Beat 2 — Receive the first prescription

Resolve storyteller-event-02-first-prescription:

• accept_prescription grants the stage permit, influence, and a persistent budget-debt scar;
• delay_for_fan_ledger grants the fan oxygen ledger, favour, and a same-day schedule-debt scar.

Both choices grant the prescription docket, preserve the single exit allowance, and set the intake-resolved gate. Neither choice is a clean or cost-free answer.

Beat 3 — Triage one opening route

Only after intake resolves may storyteller-rite-02-triage-schedule run with Li Xingtong and Shen Luo assigned to the real opening roles.

The route-specific gate matters. A stage permit left in hand after accepting the prescription must not make the holy route playable after the player selected underground or newcomer. The triage flag, exact prerequisite cards, and selected route flag must agree.

Branch matrix

The observable surface is a 2 × 3 matrix:

1. accept + holy;
2. accept + underground;
3. accept + newcomer;
4. delay + holy;
5. delay + underground;
6. delay + newcomer.

All six combinations must reach their selected first programme with actual cards and no virtual slot aliases. The accept/delay scar persists across the shared triage step.

Boundaries

• The first prescription is an opening scheduling contract, not a universal licence over artists, fans, voices, bodies, archives, or memorials.
• Qi Jin contact is not recruitment.
• Mu Ning exposure is not recruitment or consent to replacement.
• The exit allowance is exactly one and cannot be converted into a general discharge, archive release, or sponsor waiver.
