Prep Action Budget Docket

Prep Action Budget Docket is the visible row created when a later reader wants to consume a prep output whose daily budget is contested.

The docket says whether a result came from real remaining prep capacity, a frozen action, borrowed time, rehearsal debt, split slot budget, or an overdraft scar. It is not a generic to-do list and it is not the output receipt itself.

The row must keep these fields separate:

base_action_budget	Shows how much capacity existed before pressure.
actions_spent_this_day	Shows whether the output was inside or beyond the day budget.
frozen_action_source_or_absence	Names freezes from audit, blackout, crew, sponsor, or power pressure.
borrowed_action_source_or_absence	Names the future day, crew, route, or debt that paid for the output.
requested_future_slot	Names who wants to consume the output.
prep_output_claimed	Keeps the output separate from budget authority.
harmed_reader_or_absence	Names who inherits the cost if the budget is overread.
budget_state_after	Gives future content a durable state instead of raw readiness.
future_reader_or_route_effect	Makes the consequence readable by schedule, crew, route, sponsor, or public systems.

Accepted Source Rows

Valid sources include:

• daily prep rows created by Daily Preparation Actions;
• weekly cycle rows that reduced, expanded, or froze prep capacity;
• call-sheet load rows that consumed crew, rehearsal, or staging actions;
• live-floor crew rows that converted prep into coverage;
• sponsor or lawful rows that froze one action before it was spent;
• night-shift or generator rows that borrowed capacity from a future day.

Failure Modes

Create or refresh this card before a future reader consumes the prep output when any of these are visible:

• the day spent more actions than its base budget;
• a frozen action is being counted as clean work;
• borrowed prep capacity has no next-day reduction;
• rehearsal debt is being read as final-air credibility;
• live-floor coverage was created from crew overtime without naming the exhausted reader;
• a route asset, sponsor makegood, or public recap accepts an output without a day row.
