Prep Action Budget Overdraft
Prep Action Budget Overdraft begins when a day of daily preparation actions is about to be read as if the player still has clean time, staff, and rehearsal capacity after the day budget was frozen, borrowed, or overdrawn.
The existing preparation mechanism says how actions create useful outputs. Prep Action Receipt Carryover says how a prepared output travels later. This packet owns the missing surface between those two: whether the day had enough prep budget to create the output in the first place.
Playable Question
When a schedule slot, live-floor desk, rehearsal chain, sponsor desk, route asset, or public recap consumes a prep result, does production certify remaining budget, freeze a contaminated action, borrow against tomorrow, convert the work into rehearsal debt, split the budget by slot, publish an overdraft scar, or let an unbudgeted prep claim become default pressure?
Every answer must name:
- the source prep-day row;
- the base action budget for the day;
- the actions already spent this day;
- any frozen action source or explicit absence;
- any borrowed action source or explicit absence;
- the requested future slot or reader;
- the prep output being claimed;
- the harmed reader or explicit absence;
- the selected budget posture;
- the future reader or route effect.

Beat 1 - A prep result arrives with too little day behind it
A call-sheet desk, live-floor crew, rehearsal ledger, sponsor makegood surface, route-asset holder, or public recap cites a prep result from the current day. The result might be useful, but it was created after an audit freeze, power shed, crew overload, slot preemption, borrowed generator claim, or earlier action spend.
The citation is not enough. The future reader must know whether the result came from remaining budget, borrowed time, frozen work, or an overdraft scar.

Beat 4 - Future readers consume the after-state
Future readers must consume the after-state rather than the raw prep result:
- Live-Floor Crew Load can accept a crew assignment only when the prep budget state allows it.
- Prep Action Receipt Carryover can carry a prep output only after the budget row is certified, split, borrowed, or scarred.
- Weekly Broadcast Cycle Audit must reduce the next day if a borrowed action was used.
- Sponsor Makegood Inventory may cite rehearsal debt as cost, not as clean satisfaction.
- Route Asset Maintenance Triage cannot move a route asset on a prep output whose budget was frozen.
