Public Silence Surcharge Ledger / 公开沉默附加费账本

Public Silence Surcharge Ledger is the evidence card that records a privately valid source row whose public receipt is absent, contested, or compressed into management reporting.

The card does not retry the source ruling. It preserves the row and makes the public absence payable.

Card promise

The card must let the player see:

• which source ruling or enforcement row is privately valid;
• which public receipt surface is silent;
• which desk benefits from the silence;
• which public reader was omitted;
• which public surface is demanded, or that explicit absence was recorded;
• which surcharge or future route effect follows if the absence remains unanswered.

The card is invalid if any row omits the benefited desk, omitted reader, or future route effect.

Playable use

When assigned to Public Silence Surcharge Review, this card makes the player choose whether to publish, split, compress, or leave the absence to a public-reader default.

Valid source row examples

• Ruling enforcement load service exists privately, but the fan table has no public receipt.
• Lawful archive acceptance exists, but a public route asks for a visible receipt bridge.
• Sponsor settlement reduced pressure, but public claimants were never served.
• Management compression reports a source row as green while the public row remains absent.
• A broadcast contract or route asset wants to cite the ruling publicly without paying public receipt cost.

Invalid card states

The card is invalid when:

• the source row is replaced by generic reputation text;
• the omitted public reader is unnamed;
• the benefited desk is hidden;
• the missing public surface has no demanded receipt or explicit absence;
• the future route effect is absent;
• the card opens from fixed turn count, dashboard state, raw public-opinion count, or lens health.

Non-goals

Not a generic apology card, public mood card, reputation penalty, or legal ruling card. The ledger exists to make one absent public receipt visible and chargeable.
