Public Silence Surcharge Default / 公开沉默附加费违约

Public Silence Surcharge Default fires or remains armed when management or sponsor reporting counts an absent public receipt as clean service.

This is not generic reputation damage. It is the future public reader charging the missing receipt back to the route.

The event must not trigger from fixed turn, day, week, chapter quota, public-opinion count, dashboard state, or lens-health state.

Required durable mutations

The default must change at least three surfaces:

• fan_refund_debt;
• inspection_heat;
• route_access_narrowing;
• future_reader_surcharge;
• public_receipt_gap;
• public_receipt_legitimacy;
• sponsor_capture_pressure;
• management_pressure.

At least one mutation must be a future reader or route effect.

The default can be expanded later into recovery-only or blocked outcomes, but it cannot collapse into a single reputation penalty.

Recovery hooks

Recovery requires a visible scar:

• publish the missing receipt with added inspection heat;
• split lawful and public acceptance;
• accept surcharge on the future route;
• route the public reader through recovery-only proof;
• reopen Public Silence Surcharge Ledger;
• send the omitted reader through Claimant Floor Intake or an equivalent claimant-facing surface.

Non-goals

Not random backlash, generic public anger, a sponsor apology, or a clean public-service substitute. The default is valid only when it names the source row, silent surface, benefited desk, harmed reader, and future route effect.
