Song Qi Reseal-Manifest Counterminute Witness / 宋祈·重封清单反记录见证人
宋祈 is the white-glove trainee who notices that the sponsor’s resealed manifest and the source ledger do not say exactly the same thing. His playable value is narrow: he can preserve which Rite 16 choice was made, which row changed or lacked an itemized exception, who issued and held the seal, and how the quota review key was handed toward one named Rite 17 reader.
The only encounter is the actual storyteller-rite-16-sponsor-model-reseal. Both authored source choices gain card-storyteller-song-qi, the twelve-candidate counterminute packet, review availability, and the exact pending triple. The review window ends when storyteller-rite-17-quota-recount completes. A card-only or reconstructed state is not an encounter.

Only the protected scoped branch grants route_asset.song_qi_reseal_manifest_counterminute, and that branch requires Rite 16’s song_qi.source.quota_key_open_selected history. Sponsor capture requires song_qi.source.membership_air_model_selected. Independent deposit and deferral accept either legitimate source branch but never recruit. Every default closes the route and emits the failure scar.
Counterminute authority only
Song Qi may attest only:
- the exact Rite 16 source choice;
- one fixed post-reseal manifest snapshot;
- included, changed, removed, or renumbered rows through an exception pointer or explicit absence;
- the observed seal issuer and holder, or their explicit absence;
- the quota review-key handoff;
- the named Rite 17 desk that must read the scoped delta.
He cannot decide medical need, oxygen priority, oxygen allocation, fan-wide representation, identity, capacity, life or death, consent, refusal, voice/image/archive/memorial rights, sponsor or audit legality, insurance coverage, lawful exclusion, ownership, route access, or future permission. A seal trace is not legality. A key trace is not allocation authority. An omission pointer is not proof that a claimant existed or did not exist.
Neighboring and legacy identities remain separate
Shao Zi owns the post-Rite 17 called-name order, including skips, repeats, advances, and displacement. Song Qi’s pre-Rite 17 manifest delta cannot replace the call-order log or Oxygen Priority Ladder.
Rao Zhun owns the later source-guarantee, covered-claim, excluded-claim, and rider-scope question. Song Qi cannot write or validate coverage exclusions.
Legacy replay fixtures also contain 宋栖, the license-collapse public-accountability witness identified by storyteller-lens-songqi-public-accountability and ST-NPC-SONGQI-13. That schedule-ancestry figure is not this 宋祈, is not the card-storyteller-song-qi runtime person, and is not absorbed into this storyline.
