False Active-Hand Citation Default

False Active-Hand Citation Default fires or arms when a future reader consumes an old active-hand snapshot as current authority while the source snapshot, cited card or pairing, current actor or asset state, proof bridge, harmed reader, or future effect is hidden.

The event is not a memory failure message. It is the durable scar that records who turned old hand provenance into current readiness.

• cost or scar: false_current_hand_up, public_receipt_distrust_up, harmed_reader_hostility_up, route_rebuild_cost_up, or equivalent;
• future effect: addendum_required, current_hand_rebuild_required, resume_packet_review_required, blocked, hostile, or recovery_only.

The default fails if it changes only notification text, dashboard color, or generic reputation.
