The source snapshot can prove that an old packet existed. It cannot prove the actor is available now, that the asset is unspent, or that every reader accepts the same scope.
Beat 2 - Citation is separated from current readiness
Create Active-Hand Snapshot Citation Docket. The docket must separate:
- source snapshot;
- card or pairing being cited;
- requested later use;
- current actor, asset, authority, or explicit absence;
- desired reader;
- excluded or harmed reader;
- proof bridge or absence;
- future route effect.
Beat 3 - Review prices the citation
Run Active-Hand Snapshot Citation Review. A scoped citation may help a route proceed, but it must preserve limitation. If the current hand has drifted, rebuild or convert into resume-packet state instead of pretending the old hand is still current.
Beat 4 - Future play reads snapshot citation state
Later routes read snapshot_citation_state_after, not was_in_turn31_hand. A sponsor reader may accept sponsor oxygen scope while public readers require addendum. A lawful reader may accept the audit pairing only with provenance. A route asset may require resume-packet rebuild before use.
