Claimant Queue Number Scope
This mechanic prevents a public claimant queue number from becoming universal proof. The number can prove notice, order, priority, custody, lawful standing, sponsor permission, or oxygen access only when the source row names that scope or the scope hearing creates an explicit after-state.

Scope States

Forbidden Promotions
These promotions are invalid unless a queue scope row explicitly permits them:
- public queue number to first custody proof;
- public queue number to recall priority;
- public queue number to consent to transfer;
- public queue number to oxygen entitlement;
- public queue number to sponsor release;
- public queue number to route-asset ownership;
- public queue number to management metric closure.
Branch Requirements
Every Queue Number Scope Hearing branch must provide:
- one relief surface;
- one cost surface;
- a named future reader or route effect;
- counter movement on at least three relevant axes when it closes by default or scar;
- a durable after-state that future content can read.
Valid branch families are:

Default Rule
If the future reader consumes the number while queue_scope_or_absence is absent, invalid, or narrower than requested_future_use, fire False Queue Number Default.
The default is not a simple denial. It records who captured the false value, who was harmed or omitted, which scope was hidden, and how the next reader becomes costlier, hostile, blocked, or recovery-only.
