The mechanic must preserve consent scope, source absence, and stand-in witness status so later route assets or inspections can read the substitution state.

Emergency Stand-In Afteruse Receipt begins when a later reader tries to spend that substitution state as sponsor proof, archive release, lawful annex, public recap, route-asset clearance, management cleanliness, broadcast-reality truth, or ending readiness. It keeps the first emergency consent decision separate from downstream afteruse scope.
