Unnamed-Victim Name Custody tracks the separation between one commercial disaster title and the individual harmed-person name rows that title includes, omits, substitutes, disputes, or leaves explicitly absent.

The mechanism proves provenance and scope. It never proves a person’s legal identity, personhood, death, consent, voice rights, archive rights, memorial rights, custody, or ownership.

• recovery-only.

None of these states makes Zhan Li the source of legal identity or consent.

Every branch declares exactly six option counter deltas. Choices zero through four retain Zhan Li; choices five through seven lose her. Only choice zero grants the route asset. Choice seven arms the name-sale default.

Authority invariants

• Victim name register does not grant official disaster-naming authority.
• Naming advisor does not own the naming contract.
• Name row does not decide identity, personhood, or death.
• Zhan Li cannot author claimant, family, victim, or artist consent.
• A countername grants no voice, likeness, archive, or memorial rights.
• Name provenance grants no archive or memorial custody.
• The route asset grants no continuity lease authority.
• The commercial title is never a universal name for every harmed person.

The mechanism and all of its branches must never mutate:

Adjacent-system separation

• Turn 31 Disaster Naming and Continuity Lease owns commercial title control, continuity authority, continuity hazard, and remainder risk.
• Archive and Memorial Claims owns claimant, subject, artifact, refusal, and custody disposition.
• Memorial Rights Contempt owns memorial ownership, signatory, and refusal conflict.
• Program-credit, errata, archive-index, label, and memorial-air afteruse govern later reuse of already-existing rows.
• Package Omission Counterclaim may carry an omitted person row after the fact.

Non-goals

• Not an official naming office.
