This character storyline binds Zhan Li to the existing disaster-naming sequence. The contract can already make one commercial title saleable. The missing character pressure is whether the title remains visibly separate from every harmed-person name row and whether Zhan Li survives as the witness to that separation.
The central question is:
Do you recruit Zhan Li as a protected registrar, publish title/person-row separation, attach a missing-name rider, escrow disputed or withheld rows, record a claimant-owned correction, accept company registry capture, suppress her into hostile testimony, or let the brand purchase close before the register is protected?

Beat 1 — The commercial title exposes a person-name gap
Rite 24 gains the actual Zhan Li card alongside the disaster-naming contract. The commercial title and the per-victim name register remain separate objects.
Beat 2 — Archive answers remain adjacent
The Artist Archive Answer may preserve or refuse an archive posture, but it cannot answer which harmed-person name is correct, withheld, disputed, or publishable.
Beat 3 — Ten exact rows become assignable
The review requires the docket, Zhan Li, naming contract, fan signature, victim register, title/person crosswalk, claimant acknowledgement, brand-substitution rider, harmed-person/claimant row, and future reader.
Beat 4 — Character and register states diverge
Choices 0 through 4 retain the actual Zhan Li card. Choices 5 through 7 remove it. Only choice 0 creates route_asset.zhan_li_unnamed_victim_registrar. Choice 7 arms the durable name-sale default.
Beat 5 — A named reader receives narrow provenance
A claimant, public notice, inspector, archive desk, memorial hearing, route, or recovery process may read one scoped name row. No reader receives official naming authority, contract ownership, identity/personhood judgment, consent, rights custody, continuity lease power, or universal naming.

Every option declares six effect-backed counter deltas. A good branch always carries relief, cost, and future-reader pressure.
Narrow route asset
route_asset.zhan_li_unnamed_victim_registrar may:
- authenticate one per-victim name-row provenance chain;
- show one commercial-title substitution or omission;
- preserve one claimant acknowledgement, refusal, or explicit absence;
- contest one false claim that a brand title cleanly names every harmed person.
It may never mutate:
- disaster_naming_control;
- continuity_authority;
- continuity_hazard;
- remainder_risk.
It also grants no official naming, contract, identity, personhood, consent, voice, archive, memorial, custody, lease, or universal route authority.
