Liability Underwriting Hearing / 责任承保听证

Liability Underwriting Hearing is an assignable management rite for deciding who guarantees a future liability created by broadcast reality, public wording, route custody, settlement, witness support, or sponsor relief.

The rite forces a concrete reserve into play. It should never resolve as a flavour negotiation, a generic payment, or a free pressure reduction.

Required inputs

The rite is fillable only when all required slots are present or explicitly absent:

The player must see the collateral being tied up before choosing. A famous handler alone is not enough.

Branch A — Sponsor bond

The player lets a sponsor, manager, naming-rights contract, or stop-loss desk guarantee the exposure.

Branch B — Inspector surety

The player posts lawful cover through inspector, white-glove audit, archive seal, or admissibility bond.

Branch C — Public receipt bond

The player binds the guarantee to public witness, fan oxygen, refund pool, unauthorized history, or pirate relay proof.

Branch D — Edit reserve

The player reserves cutroom, checksum, black-box edit, continuity patch, or final-cut capacity as the guarantee.

Branch E — Production self-insurance

The player keeps guarantor control inside the crew by tying up staff time, schedule lane, room capacity, handler availability, or route-asset access.

Branch F — Split cover

The player divides the guarantee between two claimant surfaces.

Branch G — Fraudulent or missing cover

The player records fake collateral, hides the exposure, assigns no handler, or treats the guarantee as already paid.

Resolution contract

Every resolution must record:

  • ledger_state_before and ledger_state_after;
  • selected exposure row;
  • selected guarantor;
  • collateral type and collateral state;
  • excluded claimant;
  • call trigger;
  • at least three counter or durable-state deltas;
  • one future route effect.

A successful hearing may reduce immediate pressure, but it must reserve or scar something future-facing.

Failure pressure

If no credible guarantee exists, the rite should not disappear. It should arm a default, expose absence, or convert the exposure into a called row. The player can recover later, but only through higher collateral, hostile claimant posture, public correction, or route-asset sacrifice.
